EU4 - Development Diary - 26th of September 2017

Good afternoon all. While time's relentless march shows no sign of slowing and we are pulled closer to the bleak white embrace of winter, we can at least take solace that Tuesday has rolled around once again, and we can indulge in another Dev Diary for Europa Universalis IV.

I want to start off talking about the titular changes for the 1.23 Persia Update. As the name and previous diaries have shown, we've given quite the overhaul to the Persia region and I want to take a closer look at what has changed. For a more in-depth analysis of the map changes that have happened, I would recommend checking out the old dev diary @Trin Tragula wrote last month, which I will be plagiarizing borrowing slightly from for today.

It's a tricky time in Persia for the Timurid Empire. Ajam is considered an independent nation and the vassals Tansoxiana, Sistan, Khorasan, Fars and Afghanistan are chafing under the rule of the old and sickly Shah Rukh. So long as he lives, there is a great reduction to the liberty desire of these vassals but when he dies, the Timurid Empire is likely to fall into a long and costly civil war.

We're happy with the changes we have made in the region to model this, and have felt that the key players in the region were deserving of their own National Ideas. Note that some nations will share ideas with others in the area due to their similarities

Phew, that's quite a lot. Well, This. Is. Persia. so I think we can talk a bit more about changes in the area. In order to get to that I want to look over at the meek and unassuming nation of Ardabil, complete with its one province and 9 development

In the borderlands between the crumbling Timurid Empire and the Qara Qoyunlu, a number of small sheikdoms are nominal vassals of both powers. In practice many of them are independent in all but name. Most of their neighbors will not be shown until next week but the one you can see here, Ardabil, would rise to unprecedented fame. In 1444 the rulers of Ardabil are under the influence of a growing Islamic sect, the Safavid Order. Historically Ardabil is the embryo of the future Persian Empire and the Safavid Dynasty. As such, Ardabil has a new Government form of Feudal Theocracy which it shares with precious few other nations.

Feudal Theocracy:
  • +1 Missionary (for Kingdom and Empire Rank)
  • +1 Missionary Strength
  • +1 Tolerance of True Faith (+2 at Empire Rank)
Feudal Theocracy functions as a Monarchy, but with heavy religious focus. This can be adopted by nations who form Persia. While this is a free change with the 1.23 Persia Update, the accompanying Expansion will allow the use of Government Interactions made available for Feudal Theocracies:

Each interaction has its own cost and a 5 year cooldown.

  • 50 ADM - Seize Clerical Holdings: -15% Build Cost for 5 years.
  • 50 DIP - Invite Minorities from Abroad: Gain -20% development cost and +1 random development in your Capital Area.
  • 50 MIL - Sanction Holy War: Grants a claim on all non-allied non-(own)subject bordering provinces which are owned by a nation who is not the Feudal Theocracy’s State Religion,

These can be tricky subject matter to nail down in our setup. As such, if there are what you feel to be mis-representations, I would encourage you to tag myself and @Trin Tragula in a post in the Suggestions forum, with sources to back what you feel should be changed.

Should Turkish be in the Arabic culture group? Always thought it was a mesh between local culture and steppe culture.

It should but Paradox wants the Ottomans to expand in to Arabia so they put them into this culture group.
Its like putting South American cultures into the Iberian group because Spain needs to conquer them.
 
I think people should be careful with demands for a certain ethnicity to be the dominant culture/religion on the map:

First of all, 2017 data but also early 20th century data is not necessarily a good reference point. As has been mentioned to Greeks on the Western coast of Asia Minor are an example of this. They suffered under Timur.

In the case of Lebanon, I see they made one of its provinces Shia. Yes there was a significant Christian population there but it really depends on how you draw the borders who becomes a majority where. And keep in mind that within this area populations and religions shifted a lot from the time just before the game starts up to the 19th century. So if you carve out a "Christian" (which was really not 99% Christian of course, nevermind its internal divisions) heartland you will need to create a lot of provinces for all the other groups as well, for example the Druze (who also moved around a bit, mind you). I think we have to suppose theDruze are shia in the context of this game?

What would Coptic provinces achieve exactly? As a culture it makes zero sense in the 15th century. I think the events Coptic countries get when they invade Egypt reflect the situation best: in most areas Sunnis are the majority but besides that generalization you get Coptic minorities and now as a Coptic state it becomes easier to convert Egypt. If existing provinces - so without having to butcher provinces to unclickable miniscule items - did have a Coptic majority I guess they could change.

How far do people want to go with this or that culture on the map? For example, you would have to give provincial capitals a separate culture in some cases, or even neighborhoods. Do we really want that?

Also, culture group - in the context of the game - is not the same as ethnicity. And ethnogenesis is something of a headache anyway since modern states love to exaggerate their purity. It makes perfect sense to me to group Azeris with the Iranian culture. Look at their cultural and political interaction throughout the entire span of the game time and before that. To go even more extreme, Hungarians be part of the same culture group as some minor tribes in Russia as well then?

Some minority communities were disparate and that just doesn't work well on a province level.

So I think if we want a certain area to have a certain different religion/culture/culture grouping than the Devs gave it we should supply the Devs with credible sources.

I am not accusing anyone of this in this particular thread but a few times I have seen people suggest culture/religious changes just because of wishful what-ifs or nationalisms. So as I said it is best to tread carefully and also keep the gameplay in mind.

That said I am sad to see the single Christian-majority province gone from the Mid East but I have to say in that area with the borders being what they are (and from how states organized the place for some time, the borders kind of make sense to me) it is difficult to determine: The main Christian presence is spread among those two provinces.
 
One thing I wanted to add is that suggesting an increase in provinces just so the game shows this or that valley or these two villages actually had a different culture is perhaps not the best for gameplay.

I don't see why the provinces should be carved up solely for that purpose. Provinces convey a lot more: the people living in it, a strategic point, an important city and roughly the borders of administrative divisions (often ignoring 20th century ideas of ethnicity).
 
I think the most upsetting thing about this whole region overhaul is that the Persians are still going to be food for the Ottomans and Mughals will still never form, which are the two major issues with the current map setup.
 
Also, any chance Zoroastrian Persia might get something cool(like, new events, even if they are minor)?

I doubt they will waste any time or resources in developing events for something that isn't even playable in the game. You'd be better off trying to convince the Dev working on the Converter to try and make some goodies.

Zoroastrian Persia is possible in game without coverters, cheats or custom nations; it may well even be easier to contrive with the new map setup.

I would really like an explaination of why Arabic culture spreads all the way along the Iranian coastline because this seems to fly totally against my understanding of the cultural history of this region, which is broadly that Arabs migrated there in small numbers during the time period covered by the game and that there was an Arabic presence in 1444 but nowhere near a majority in any province east of Khuzestan. If I am wrong please let me know! I don't like being wrong :)

I have actually seen a Timurid (Transoxiana) formed Mughals a few times in hands-off games. Alas I wouldn't say it's going to be a regular occurance even now.

This is good tbh. Let's be frank, Mughals forming was such an unique event it should be really hard to get, but still possible to the AI.

I think pushing the start date back to appeal to the byzantophiles has a large effect on the Timurids and they'll need to be pushed in to Mughals by events to compensate for it. Mughals were kinda a big deal of this time period.

Wait what do "byzantophiles" have to do with the start date? Wasn't the start date pushed ahead from EU3 -> EU4?

Edit: never mind, it appears the start date for EU3 is 1453, it's some of the expansions that push the start date back to 1399.
 
Cheers for the DD DDRJake and the extra info Trin Tragula :). Ardabrilliant work :D. The region looks like it's really coming together - should be much more interesting post-1.23.

I'm actually disallowed from leaking if there will be any Persia unit skins in the Persia update's Content pack, aimed at the Persian region.

I mean I'd love to, but we'll just have to wait.

I got some questions.

Is the feudal theocracy a theocracy or more a monarchy. Are they allowed to have royal marriages?

Do also get the theocracies and monastic order getting some love? (maybe the papcy too)
I just mean, a feudal theocracy is focused on religion, but the others aren't.

One focus of this DLC is on the iranian region. So is there also some love for the zoroastrian faith?
I think, there must be some reward for a player, if they revive such a rare faith.

Devs, your content and updates look great (despite some of the issues mentioned in various posts, which I'm confident you're reading). However, I urge you to be mindful of the amount of DLC you are releasing - every time you add yet another expansion or another content pack, you are blocking more and more people from entering the EU4 community due to the sheer amount of purchases they see on the store page. Many of us as experienced players already have much of the DLC, but how do you expect someone who has never played EU4 in the past to view the game page and be motivated to purchase when faced with so much confusing information around what each DLC contains, what they add to the game, which ones are worth it etc. Marketing tip: make it easier and more streamlined for an outsider to enter the EU4 community feeling confident that they are receiving value for their money and are being delivered a complete Europa Universalis IV experience package. The sight of such a long list is scaring off potential buyers, I promise you, which is hurting sales and in turn means you drive up DLC prices/frequency to accommodate, furthering the problem. Do not be afraid to take a risk, because everyone knows you have to spend money to make money, and this will lead to further growth and prosperity for this project into the future.

Feel free to take or leave my advice, but I stand confidently by it and hope it aids you in some way.
