EU4 - Development Diary - 2nd of July 2019

Hello all and welcome to today's dev diary for EUIV. Over the past eight dev diaries, our content design team @neondt , @Caligula Caesar and @Ofaloaf have been serving up a plethora of content that will be coming your way in the upcoming European Update and its accompanying expansion. There's certainly been plenty of it (and I'm told even more to come) but today I'm here to update you on the development plans for EUIV leading up to said expansion, and to tease the new mechanics to come.

As we laid out early on in the year, we intend to take our time with the upcoming European update. We have previously said that we aim to release said update late this year, but this is now being moved into 2020 for a variety of reasons, not least of all that we have many ambitions for this update, and want to give it the development time it deserves.

Unpleasant news for some, I've no doubt. I've been seeing comments along the line of wanting the expansion released as soon as possible from people excited about the content updates when we haven't even touched on the mechanical ones yet. While the expansion release is certainly a long time away, we believe that this is the best way to deliver the quality that EUIV deserves.

In the meantime, as this is an unprecedentedly long time between releases for the game, we will be releasing a free update to the game post-summer. This will be an update with the 64-bit support and bugfixes, but will not contain any of the things we've been discussing around the European Update. We'll have more details on this once the July holiday season is over.

Ah yes, July, the dreaded month where everything in Sweden shuts down, including game development studios. Devs are already entering vacation mode, so there won't be much news coming from us over the month, however I believe @neondt has threatened that he may make a few more small content Dev Diaries as he defies the Swedish Vacation Standards.

So what about after July? Well, as you've no doubt been aware, we have been focusing heavily on the content that's in our upcoming European release, but not so much the mechanics. Dev Diaries will start delving into said mechanics after the Summer Holidays and we have some meat to delve into there. In Dev Diaries of past, we have openly talked about design ambitions for Mercenaries and Estates, as well as our desires to “Make Catholicism and the Pope feel like a force to be reckoned with, rather than just another colour of Christianity and country”. We're going to dive into these and share what we've been doing to make these aspirations a reality.

Of course, I don't want to leave you for Summer with worlds alone, so here are three completely contextless screenshots from the development version of the game for all your speculative needs.

Have a wonderful Summer everyone. Regular Dev Diaries shall return on Tuesday August 6th.

We have another Man the Guns on our hands - not that it's a problem.

Can we PLEASE get a possibility to save templates of interesting countries, if is not too much of a problem? Some of us, you know, play challenging starts and there may be (dozens of) restarts required, and is one of those things I totally hate. Just a basic layout which can be imported at the start of the game, but from that point off to function normal, so you can remove/add with same ease interesting countries without affecting the template. The possibility to name the template would also be mandatory for usefulness.

For announced changes, please keep in mind the estates' provinces role in raising rajput, cossacks etc

Other than that, can't believe I am saying this on a 5-yo game, but I am pretty hyped on this dlc.

Post summer : Free Update with bugfixes and 64-bit support

When will get a changelog???

On a seperate note, this is most likely the last DLC for me for awhile, as I start school soon full time. :) I love what I'm seeing and will check new improvements as I can.

I really hope you guys are thoroughly testing this in a single player setting because balance changes post 1.25 have all been a complete disaster for the most part.

Since this update is so important, have you considered letting at least the Master of Universalis or a small group of players test and provide feedback (that is actually used, unlike most game developers) before release so you can assure a good reception?

Will the 64-bit update be compatible with current save games?
The free update that comes with the 64 bit port should not contain too many save breaking changes so there's a good chance it will work.
As always ironman saves from current release will be seen as "modified" and random new world might break.

Of course if your campaign falls right in the middle of the content we changed/added for that free update you might want to restart.
I won't spoil what that content will be for now, though ;)

OK so it appears the mercenary system will move a bit into the CKII direction where you buy a package of mercenaries (with a distinct composition, instead of individual armies), will the same mercanaries be available for everybody in the same region / tech group? Is it possible for mercenaries to defect to the enemy (as it happens in CKII?) Does this means that the availability of mercenaries is going to be shared amongst "everyone", not on a country per country-base?

I am really looking forward to changes, currently mercenaries lack strategy as you just replace some of your infantry that is lost with a bit more expensive troops and you normally never reach the limit. However the great challenge will be balancing, as it might be end up in a huge nerf for wealthy but low-manpower countries (Venice, the netherlands).

Take all the time you need, there's no need to rush.

Any delay, or price, increase, is no problem to me. I'm ready to wait so much and to pay an honest price to play a renewed EUIV. Ive loved this game so much, but it became boring, getting more and more obvious that we lack naval warfare, we lack European colonial nation flavour (and mechanics), we lacks dozen of events and countries in Europe. We lack mission etc etc etc.

I'm so happy to have my EUIV coming back. Im going to speak about an other game, and i am sorry, but i loved XCOM2. Yet it felt empty. Then the devs offered us a 40€ WOTC DLC... And it was awesome. Because, well, i think we want content, we want a smart duel between us and the game. Not to steamroll.

TL;DR, i can wait until 2021 and pay 60€ for that expansion if it renew the game pleasure. (and i want european colonization and naval warfare to be implemented :c )

I see many people say that 32 000 is too many for a mercenary company, but is it possible that this number is the company's "manpower" and not the number of troops they field at the time? Would be interesting if a company that fought regularily would have a hard time replenishing. I think they mentioned something about "An extended thirty-years war could deplete central europe of mercenaries", so it could be tied to that?

Oh, I hoped the free update would include the map changes, since this part of the work seems to be done and the difference in province density and drawing in Europe currently keeps me away from this part of the world, but I guess we'll have to wait...

I was about to say the say, seeing that they have hidden the values under the company that covers the number of units it packs, and none of those numbers appears to be two digits, so it is impossible that 32k would be the total men employed there (best single digit case, 9/9/9 composition, would stop at 27k). The other two appears to be a money symbol, upfront cost, and the second mercenary maintenance. I'd wager that an unit you send to massacre without support won't like it and see its maintenance cost rise, maybe also depending if you have core / territory on their area... we will see, of course.

But then what about U and T, if M is Mercenary, and stands in the middle? I would say they are a middle ground between Troops, for T, which are our usual regulars, and U for Unique, where you might be able to find unique units. Maybe regional troops will appear? Khmer elephants summoned from Siberia feels odd, after all, while there might be a cavalry replacement for New World armies. Copy that system to navy and who knows... turtle ships could make their appearance as one of the new naval unique, Venice might have special galleasses, New world having inferior transports and light ships limited to coastal movement... probably wishful thinking there and only a general way to access banners / janissaries / other already unique units, but we are here to theorize from those screenshots after all.
