Stellaris Dev Diary #246 - Announcing Overlord

A few weeks ago in Dev Diary 243, I told you that the Expansion Team would have something to share "Soon™".

The Brightest Star Must Guide Them​

Overlord’s thematic focus is on exerting your will across the galaxy, the projection of power, and the expansion of civilization under your glorious banner. The other galactic powers can choose to submit willingly or by force, but they will submit.

In Federations, we expanded diplomacy between equals with the federations themselves and the politics of the Galactic Community. Nemesis included more hostile forms of diplomacy with espionage operations, and some empires declaring themselves more equal than others with the Custodians and the Galactic Imperium.

In Overlord, we will explore diplomacy between empires that are explicitly not equal.

New Ways to Rule​

Vassalization mechanics will undergo significant changes.

A major goal in this revision was to make subjugation a more valuable and viable system with benefits for both sides, rather than being a delayed “Game Over” as you wait for Integration should you be subjugated.

We’ll go into detail about the changes in how vassalization contracts will work next week, along with how contract negotiations function between Overlord and Subject.

Later, we’ll describe the three Specialist Vassals and their place in the galaxy, as well as Overlord Holdings.

Five new Origins will arrive in Overlord (including one for Hive Empires).

All Roads Lead to Deneb IIb​

Governing a galaxy spanning empire is challenging, and threats can come from any direction. If you cannot take and defend what is rightfully yours, was it ever yours to begin with?

A new megastructure will allow you to counter such threats as well as help you take what you deserve.

Other new constructions will allow you to elevate civilization to new heights...

...and exert your influence to build a network tying the galaxy together, with your capital as the center, of course.

Will you be a benevolent Overlord that brings prosperity to the galaxy, or an oppressive tyrant exploiting your vassals? Or will you instead serve and become part of something greater?

Could it be? Or am I giving myself too much credit?

If I ended up inspiring something in the game I might actually cry.

Seems like I'm delaying my hegemony saves for a bit longer then. Why do they always have to make the game better?

Okay so, on it's face, this DLC sounds very promising. It's a little too vague to really get excited or concerned yet.

However, I must point out once again Devs, that internal empire mechanics are still very much needed, and honestly I feel like you should be prioritizing that over things like this, so that when you come back to systems like this, the internal mechanics can be better integrated with it.

Also, I hope you seriously revamp the espionage here a little bit, because it's really bad. Also, your changes to Feudal Ethic, make even less sense now honestly lol.

That's all for now until more details get released. Solid 10/10 idea tho, looking forward to more information.

I will have big expectation on this DLC expansion since this is the actual first big expansion after announcing custodian team.

I will expect it to change the mechanism of vassal greatly which will influent whole game experience, interactions between empires, new mechanisms for Tall plays.

I hope the content is going to be rich with a lot of subs quality contents.

I am just too excited, right now it's 3AM for me ,I woke up just to read this dev, and now I can't sleep anymore.

This sounds really cool, but man am I hoping for some internal reworks too. It seems like it'd be on theme?

For me, Leaders are one of the weaker area of the game, as well as Democratic agendas (and things like Scientists becoming your Ruler when you're the UNE), and I'm really hoping to see some changes to those things.

All that being said, it looks cool, and I'm Wishlisting immediately. Looking forward to hearing more!

This is where I'm at. This looks very cool, but... what I really wanted was an internal rework. Leaders, factions and politics are the top of my personal wishlist. But to each their own! I'm sure this will be great.

looks cool! what are the features for egalitarian xenophiles? this seems very bad guy focused, which is fine, i just know even those DLCs have some goodies for the utopians anyways and I'm curious about them :p
 
Not what I expected but I like it! One cool aspect of Stellaris has always been the great range of power from primitives to fallen empires. Nice to see that the middle of that range gets more organization and gameplay. Playing as Overlord should reduce micro compared to pure wide conquest. I guess from the icons that there are Energy (yellow), Mineral (red) and Research (blue) vassals.

And new megastructures are always cool :)

I wonder if Overlord Holdings will have anything to do with Crusader Kings Holdings.

I especially wonder if the "Blue Eye" Vassal Specialization will be anything related to Intelligence, and whether that means that Espionage will be finally getting a decent buff.

Frankly I'm more worried that they will nerf/rework total war.

The counter to integration, which will stay the same, will be more penalties for empire sprawl. I can see it coming.

But they need to rework Total War. Having instantly grab territory the moment you conquer instead of at the end of the War is too strong and create tons of bugs.

Just changing to something like "Claims on all enemy territory that you declare War" instead of instant anexation would be a good nerf.

Hmm. Interested, will be curious to hear/read more about the plans, but a little disappointed there's no obvious mention of internal politics, crises and diplomacy there, just relationships between empires. Obviously the Situations updates may address this anyway. Looking forward to finding out more.

I have a very strong feeling I'm going to get flooded with Red X's for having the audacity of dissenting in this comment, which I'll regret tomorrow, but for now to hell with it. These are my thoughts & feelings on it and I'm trying to temper those with being polite, but it isn't easy.

First of all, it was very annoying and very disappointing that this was yet another Dev Diary which was (it feels) delayed for arbitrary (and unexplained) reasons. I really hated checking the board on time at lunch only to have to wait hours more. Please stop doing that. Particularly when you hyped up this DD in advance twice (once at the end of #245, and once in the 3.3.3 Steam post). That's set a tone and I've also come fresh from a very frustrating and unreasonable set of Reddit comments to do with this, which hasn't helped.

Secondly, I feel very frustrated that you the Devs seemingly haven't listened to (what I feel, and also perceive as the demand from the rest of the community is) the calls for expansion of internal politics, improvements to the Espionage system, and the possible introduction of Religious mechanics.

I'm not saying there aren't bits that I like the look of, because there are. Improvements to Vassalisation certainly seem like good ideas, but ones I (personally) would have been happier to receive down the line a bit, after other, higher priorities. I think much (possibly even most!) of the playerbase would have prefered to have a different focus for the next DLC than Vassalisation.

I've already seen (and encountered) some people who have 'suggested' (rudely, and dishonestly) that there's still space in this update for some of those other things I mentioned; this actually only makes me more frustrated that there's no evidence to suggest those people are right, because you've not given us any solid information (or even clues) to suggest it.

Lastly, I feel that this DLC is frustratingly thin on actual detail. "Lots of teasing, no pleasing". In particular, I was really hoping to find out something tangible about those five new Origins. I don't feel that we do. This is the first Stellaris DLC which I've not immediately wanted, and no, I'm not going to wishlist it - not yet, not just because it's there. I'm not feeling good or excited about this update - certainly not yet. PDX, please prove me wrong... ideally soon.
