So I know that to look up War Exhaustion you just go to a province's Revolt Risk and see it there.
BUT
What affect this war exhaustion? I can't find the answer anywhere, and of course it says nowhere in the game or the tutorial.
Is it like EU3, or what?

Apart from raising your revolt risk, war exhaustion also increases recruitment time. I can't tell you anymore
 
No, I don't mean what IT affects.
I mean what affects IT.
How does it rise, what makes it go from 0.00 to 4.23, and makes my only core province revolt?
That's what I mean.
 
Casualties, quests, events, and the duration of the war. Possibly also decisions.
Pretty much this. Simply being at war increases your war exhaustion pretty quickly.

If you have a Military Republic, I suggest that you try to attain its bonus - that reduction in war exhaustion can be pretty important if you intend on being at war a lot.
