Just to clarify: Scottish and Irish characters, be they peers are commoners, cannot sit in Westminster. As I say, the simplest thing in this reached is to pick (or create) someone from England or Wales.
I had planned for everyone to make English characters, but seeing as there are how Scots amongst us (and also seeing as I don't think I actually clarified as much) I shan't force you to change. I'll just take it that there's someone in Westminster who has an uncannily similarly voting record.
As a general guide for those yet to join, however, people being in Westminster is more convenient for the purposes of the game.

Well, as I say, Westminster is solely the English Parliament at this point in time.
