The left picture lists the content packs (for example: portraits, units, music) the right picture the expansions.
Two different things.
The former got released (not included) along with the latter for a while, while the Monks and Mystic Content Pack is indeed included in the expansion..
The DLC content and sales policy for CK2 got changed several times over the years, going by my impression as an end customer at least,
....and can rather be described as a mess.

After start in the main menu bottom
-> click on Content Settings, the DLC should be marked as active on the right in the DLC tab.
Apart from that regarding expansions only, in the character select window they have a little icon showing bottom left over the description box.
