Developer Diary | Historical Norway

The year is 1936. After 30 years since gaining their independence from Sweden, things in Norway finally seem to be looking up: Its enormous merchant marine continues to be a steady source of wealth, the meager industrial base is starting to recover from the ravages of the Hard Thirties, and there’s finally a majority government, led by Johan Nygaardsvold, who is in the process of enacting sweeping progressive reforms and will bring political stability to this young nation.

The wind may seem to be on Norway’s back, but it is merely the harbinger of the storm to come.

Hey everyone! I’m Carlo, Content Designer for Hearts of Iron 4, and in charge of the Norwegian content. I’m really excited to present to you how we’re depicting Norway in this period; It’s a fascinating country that played a huge and exciting role during World War II, and I’m sure you’ll all have a lot of fun trying to defend it. Let’s get to it. Disclaimer: All of this is Work In Progress and subject to change.

As I was saying in the prologue, the political situation of Norway is getting better, but they have let their armed forces languish, and not only for budgetary reasons: You see, Norway had declared themselves neutral, and while Switzerland hoped to stay out of the war by making itself be as annoying to conquer as possible, Norway hoped to achieve the same result with the opposite method, trying to appear so harmless and accommodating that nobody would think of invading.

I don’t think I need to tell you, dear reader, this plan failed miserably.

They made themselves so damn harmless, that when the war started, BOTH sides were making plans to invade preemptively before the other one had a chance to do so, and when it finally happened, they were caught completely off guard.

And why did both sides want to keep Norway out of the hands of the other? Well, the main reason I presume you read in Sweden’s Dev Diary, Narvik was where iron from Sweden was shipped to Germany when the Baltic ports were frozen. The second one is simply that Norway is very well positioned to launch aerial and naval operations against Britain.

This is why, if you want to change the course of history and defend democratic Norway against the German threat, it will be a challenge. Here are the starting National Spirits:

Complacent Cabinet is meant to represent the unduly confidence the Nygaardsvold government had in a future smooth sailing, and how unprepared it was for a swift reaction to war. It basically makes it harder for you to switch laws and to change the terrible Theorist you start with. Why is he so bad? Well, to represent the infamous miscommunication that occurred when the cabinet found out about the invasion. TL;DR: The government asked for a Partial Mobilization, but unbeknownst to everyone except Birger Ljunberg, this meant sending the conscription orders by post, a terrible idea when you know the enemy is at the gates. Instead of, you know, telling this to the rest of the cabinet and asking if they were sure, he just went ahead and instructed to send the orders by post .

Obsolete Armed Forces to represent the sorry state of the Norwegian army at the time, ESPECIALLY the forts. That’s why we added two new modifiers so we can make a country’s forts worse than usual. Don’t worry, you can remove this National Spirit later.

The Hard Thirties: AKA country coming out of the great depression starter pack, it makes it slower for you to build and increases your consumer goods usage.

Anti-communist Sentiment increases fascism because there wasn’t a massive communist or fascist presence in the country, but the fear towards communism was one avenue fascists used to recruit.

These are just the starting National Spirits, through the Focus Tree you will be able to remove some of them, and add some new ones. Here’s the political branch for Historical Norway:

As you can see, most of the starting focuses will be geared towards building up civilian industry and improving the political situation, ignoring military buildup.

In fact, if you want to develop Norway properly, you’ll have to complete the focus Broken Gun Policies, which will lock you out of most of the military focuses, but gives you access to the central decision system for Historical Norway:

The idea is that you can develop each state individually so you can get civilian benefits out of them, at the cost of military readiness for that state. You can Develop a state up to 3 times, with increasing civilian benefits and harsher military penalties. As I said, Norway’s focus before the war was civilian development rather than military preparedness, if you started building up the military right away it wouldn’t be historical would it?

Don’t fret though, once the war starts, you’ll be able to leverage this development into military benefits to properly defend against the incoming Fascist bully. It won’t only cost you development and political power, you will also spend convoys; after all, Norway had one of the largest merchant marines in the world, so shedding it represents the economic cost of shifting towards military power.

When you convert the development of a state into military military effects, the state will go one level down in development and you will get a different benefit based on the development level:
  • At level 1 you will get a dynamic modifier in that state to defend it better.
  • At level 2 you will get a free military factory in that state
  • And in level 3 you get two militia divisions, plus a dynamic modifier for the resistance on that state when it is conquered.

This means that which states you develop, and up to what level, matter a lot if you hope to have a chance against Germany.

When the… inevitable happens, and Germany decides to invade Norway, two things will happen(Besides getting invaded). First, that focus completes and then you get an event about Quisling’s historical coup, which gives you three choices:
  • Try your luck. If you trust your preparations then you shouldn’t have much trouble fighting against Germany and Norway’s evil twin.
  • Delay the coup, at a cost that you can reduce depending on Oslo’s Development level. You’ll get the coup without the possibility of delaying it further once you hit more than 50% Surrender Progress, but if you do well enough you won’t see it ever again. Or…
  • You can take the coward’s way out, and betray everything you’ve been doing so far to fight on the side of the fascists. Congrats! You’re a Quisling!

Look… Listen, jokes aside, it happens to the best of us; you’re on your ironman campaign, distracted building toaster factories and reorganizing your navy and suddenly you realize you’re totally not ready for what’s about to come. If it happened to the Norwegian Government in 1940, it can happen to you. With this, you have the option of salvaging your campaign without having to go into exile, and if you prefer to go into exile there’s a small sub branch for that too; Norway has both a Historical Democratic and a Historical Fascist focus branches.

Now that the Oslo shuffle is done, let’s take a look at the Historical Fascist Branch:

I’m saving it for the alt-history dev diary but there are fascist focuses before this one, and they allow you to lay the groundwork for a fascist civil war, where you’ll be better prepared and potentially have control of more states than just Oslofjord.

If you’re going fascist from the getgo, or delayed the coup, you can complete this 7 day focus at any time and start playing as fascist (It autocompletes if you switch sides). It also adds the National Spirit Contested Leadership, to represent that Quisling, despite being liked by Hitler and some other inner circle Nazis, was not meant to be the ruler of Norway, it was just a temporary stopgap, and an overeager fascist.

That’s no problem though, because soon enough you get to make this choice between going alt-history by keeping Quisling in power, or continuing the historical path by getting rid of him, replacing him with Josef Terboven, the German administrator of the Reichskommisariat.

The difference between the two, is that Quisling’s path leans more independent, but lacks the industrial and military cooperation of the Terboven path. You’ll have another chance to bring him back later though, which is what happened historically. But you can choose to put Quisling’s rival, Jonas Lie in power, who will bring Norway closer to Germany, since Quisling wanted to emulate the German Reich but didn’t want to be a puppet of the Germans, while Jonas Lie was called at the time ‘Germany’s man’ and might’ve been content with being a puppet of the Reich.

You might be wondering, though, why would anyone not take the independent Fascist Norway path, and the answer is that Quisling has terrible modifiers:

Besides those two branches, every ideology will have access to the common branches to build up industry and improve the armed forces. They have some light overlap, but in general they are divided between: Rearmament Branch, with general army and industrial focuses; the Independent Norway Branch, with civilian industry and tech; the Airforce branch, with bonuses to all things flying; and finally, the Navy branch, which will help your efforts trying to defend your comically long coastline.

It is important to note, that if you’re playing Historical Democratic, you will have the Broken Gun national spirit at some point, which will block you from all of those focuses except for the ones in the Independent Norway branch, so you might be a bit delayed in getting to them if that’s the case.

Now, let me go on a tangent for a bit. This is the story of Norway’s first, and for our period, only tank.

In 1937 the Norwegian government realized that they needed to start thinking about armored warfare, to prepare to fight with tanks, and against tanks, so after some thought, they approached the Swedish company Landsverk to buy a tank. The thing is, they realized tanks were expensive, and way outside their budget, so they just ordered an L-120 Light Tank Chassis, no armor, no turret. Kinda like ordering just the fries and soda, no burger. After it finally arrived, they fitted it with metal sheets as armor, and a “turret” that was basically a cylinder with a hole for a heavy machine gun. People nicknamed Norway’s only tank, ‘Rikstanken’ (The Realm’s Tank), and ‘Kongstanken’ (The King’s Tank). The whole thing is even funnier when you learn that ‘tank’ in Norwegian is the word for ‘thought’, so Rikstanken becomes a metaphor for the idea of Norway itself.

Granted, that’s a particularly bad picture, but I recommend researching a bit more for yourself. It really was a wonderfully bad tank, so bad that they didn’t even use it when the country was being invaded. It’s ok though, we still love you just the way you are, Rikstanken.

Of course I wouldn’t be talking about this if there wasn’t content for it. By completing the Rikstanken focus, you’ll start an event chain that will let you buy a single tank from Sweden. Or if you want to go wildly ahistorical, you can spend a little more and buy a bunch of tanks from them, or from the Soviet Union. Another option will be accepting some political influence from Germany or the Soviet Union in exchange for a bunch of tanks, or even starting a tech exchange for developing your own tanks from scratch.

Don't get me wrong, I'm really excited for this DLC. But the Quisling Coup path seems a bit redundant if it is basically just punishing the player for choosing it, perhaps Quisling's incompetency could be made into a different feature instead of these rather harsh debuffs you get now. Since nobody in the right mind will choose this path, unless you've got like 1000+ hours, making it redundant.
If I have read between the lines of the dev diary correctly (and I'm not sure I have, so Carlo may correct me), I think the context is that the alternative to the Quisling Coup is fighting Germany as an Allied Norway. Given Norway's military weakness (in-game as in real life) against a major Power, that is likely to be a quick route to government-in-exile if you have Man the Guns or Game Over if you don't. So taking the Quisling Coup route means that your play-through lasts beyond 1940.

This approach to Norwegian content makes sense given the assumptions. But I am disappointed. I would have preferred to see an approach that made the historical outcome (Norwegian government-in-exile) playable and enjoyable. I suspect it would have been just a few lines of code to make the Government-in-Exile mechanic available to (a) only democratic Norway for Arms against Tyranny owners, as well as (b) all countries for MTG owners. Then we could have had really interesting content based around Norway's merchant marine, the Telemark heroes, etc. As a naval-focused player, I really would have liked a mechanic that made the merchant marine a powerful weapon for whichever faction got Norway's support.

Will AI Germany actually try to invade Norway during this patch? I rarely ever see them do, successfully at least.

This is an important question where we could do with some clarity. In historical mode, Germany is currently scripted not to invade Norway until it's defeated France.

Looks quite exiting! Will there be mechanics for resistance after capitulation, and contributing to the allied war effort? I think historical game as Norway will be very fun with this dlc. Will there be a balance of power mechanic for Norway such as Finland has? If yes, how will it work, and if no will there be another unique mechanic?

Yes, you can continue using convoys to ramp up resistance while in exile, and you will have you exiled army and all that.

For now, no plans for Balance of Power for Norway. There was plans for one at the start but it felt tacked on so decided against it.
I'm really pleased that you haven't added a Balance of Power just because it was possible. Just because a mechanic exists doesn't mean it should be applied to every country. There are countries where it would make sense to add it (e.g. Japan's Army vs Navy infighting) but Norway isn't one.

There is an interaction between Germany releasing Norwegian Reichkommissariat and the Norwegian fascist tree?

I agree, there surely need to be some checks here to reconcile the two NF trees.

Yeah you get a lot of old viking claims at the end of the branch if you go with Quisling

I notice that there is a focus to invade Ireland. I do hope that you have added some script so that the AI is likely to choose this if ENG takes Withdraw from Contested Territories, abandoning Northern Ireland, and very, very unlikely to take it otherwise. It would be wholly unrealistic for the UK to sit and watch Norway to conquer the Irish Free State (southern Ireland) if it's still an Irish state itself. It would be very, erm, brave (by which I mean stupid!) for Norway to declare war against an imperialist UK.

Why no Jan Mayen tag?
I don't mind if devs do Jan Mayen meme content in their personal dev time. But I'd be disappointed if it's part of the core plan for the paid DLC. It's very easy for modders to just add in polar bear generals or whatever, but neither of the two attempts on the Steam Workshop have proved popular (literally not a single upvote). I can't imagine many players actually want their play-throughs ruined by an unstoppable single-province AI nation.

You are both right. According to Wiktionary, tanke is "thought". That's not the same word as tank, a slang word for "tank", since they are spelled differently in dictionary form and in the plural. But they are very similar words and they are spelled identically in the singular definite, so "the national tank" and "the national thought" (in the sense of "the national ideology") might both be spelled Rikstanken.

BTW there are two languages called Norwegian (Bokmål which is almost identical to Danish and Nynorsk which is quite different), but in this case my points apply to both.

Would there any stopgap measure if somehow Britain declared war on Norway first? Would Norway join the Axis and accepted Quisling (hell nah!) or fighting the Brits alone if they didn't want to join the Germans?

Ah, so it is inevitable, eh? Thought that Quisling would be honored a lot more if Britain attacked Norway first, or at least the King would invite him to the government.

And as a follow up if he did get his 'honor' back by the above British invasion, would he get better traits?

My real hope for this one is for him to get "proven right" by the Brits attacked him first instead of Germany. And after that, he can demand some ministerial positions for his clique and become an equal partner with Germany.
Follow-up question, what if I play as Germany and refrain from invading? Will Britain swoop in and seize the country as they would've loved to do historically?

Oh, and I too love how Quisling gets more and more flustered und unkempt as the war drags on :D

I am not an expert on Norwegian history, but I think this may misunderstand Quisling's role and views.

In my view he was a terrible man because he was a bigamist and a traitor, who worked with his enemies against his king and country, and did unspeakable things. And he was not a particularly successful political operator, judged by failure to win elections in the 1930s, his failure to get people to follow his orders in 1940, and his failure to attract supporters in the 1940s. He was a poor orator. The debuffs to Stability might be appropriate reflections of his inability to win political support.

But he seem to have been a competent administrator (bureaucrat, executive, manager) and could get things done as shown by the fact that he kept getting appointments from the Norwegian army and government and the Red Cross despite his scandals. Apparently he graduated top of his year at Norway's military academy.

And I don't think Quisling was anti-British on principle at all. He was literally a Commander of the Order of the British Empire! In the English edition of his book Russia and Ourselves, he says (p.276) that "in accordance with the development of tariff policies and economic conditions, it is natural that Scandinavia — and more particularly Norway -- should seek a a closer relationship with Great Britain , to which the Scandinavian kingdoms are already so firmly united by ties of mutual sympathy and regard.". He argues (p.275, his emphasis) for a "Northern Coalition... beginning with Scandinavia and Great Britain - and with the inclusion of Finland and Holland — which might attract Germany next...". He goes even further in the book's first line, where he tries to draw the attention of his British readership by claiming that "An unspeakably dangerous enemy is threatening our civilization, and primarily the British Empire. This enemy is Bolshevism..." So that point (1931) he viewed Britain as the leader of a Germanic/Nordic/white civilization that included Norway.

His descent into Fascism in the following years made him pro-German, but in 1936 (game start) that still didn't necessarily mean anti-British; there were other people on every side of the North Sea who argued for an alliance of the 'Germanic' powers (Britain, Germany, and in this case Norway) against Communism (and implicitly the colonized peoples of Africa and Asia). From a purely economic point of view, that would have been a much easier situation for Norway, since it would not have been forced to choose between its major trade partners. But the road to war between a liberal British Empire and a fascist Germany meant Quisling (and any Norwegian with principles) had to take sides and as a convinced Fascist, he was only ever going to be on Germany's side. In that specific context, he was against a liberal British government.

Although it's unpleasant to read this evil racist thinking, it matters to the design of in-game Norway, because the real-life context is not necessarily the strategic situation that the Norwegian AI will face, especially in non-historical mode. If Britain (taking the British Path to Fascism NF) and Germany are both Fascist, then I think the economic considerations would make Quisling's NS more attractive to at least some Norwegians, despite his personal flaws. If a fascist Britain takes Prevent a Continental Hegemony, then I would expect Quisling to back Britain, not Germany.

Therefore, I don't see how a British invasion of Norway in any way 'redeems' Quisling. It runs contrary to his claims that the 'Germanic' powers (in his racist rhetoric) were natural allies against Bolshevism. Given his poor political skills, I see no reason why Norwegians would have supported him against the elected government in resisting the invaders. I think a 'Finnish' situation, where Oslo is reluctantly aligned with Berlin, would have been much more likely.

Sorry but that doesn't make much sense, I mean he's still a state figure. And even if it doesn't make sense for Norway, Sweden still lacks the king's national spirit. It seems kind of inconsistent, all monarchies in the game, regardless of whether they are democratic, fascist or non-aligned, have the national spirit and the Nordic countries do not.
Sweden's king does have a natural spirit. Go look through dev replies in Sweden dev diary. As for Norway I agree, Haakon should be represented with a national spirit.

At a guess, Norway will gain a "Haakon VII" national spirit after taking the "The King's No" national focus.

And even if it has a focus tree, it's pretty inconsistent since the king was already in his role, putting him after a focus tree seems kind of weird to me. Easier to leave him as a national spirit at the beginning of the game and modify him with the focus trees.

I saw the sweden focus tree again and it has no national spirit of the king. I asked about the national spirit last week. King Gustav is currently the ? Symbol. Look in the dev replies.

Can we get some improvement for Quisling's trait during the game, for example for conquering the land with vikings's claims? Maybe, something like Mosley path in British fascist branch, when his war support penalty decreased when he start wars against former Dominions, Ireland and USA?

Will there be any new impassables in this update?? It feels like there should absolutely be some following the Scandinavian Mountain range that straddles the Norway-Sweden border and some in western Norway.

Now that Jan Mayen as a state Exists, you have to add a releasable tag for them as an EU4 reference... right?
Don’t forget it was in Vic2 and Vic3 as well! It’s only appropriate that the third Paradox game that represents Jan Mayen has it as a nation. After all, who wouldn’t love bringing polar bear dominance over the world?

On a more serious note. Will the Sámi be a releasable nation from Sápmi/Lapland? It would certainly be interesting and this has been mentioned in all of the prior dev diaries, so It’s only fitting it’s mentioned here, as Norway also owns land traditionally owned by the Sámi. Also… will Norway have any other ways to take Jämtland from Sweden? I know that the Fascist path has some for all of Sweden, but what about just Jämtland?

In the case of Norway, the king was very liked, but he didn't actually participate in government. He does become a rallying point during the war and after capitulation, which will be represented
I am sorry but I respectively disagree. This creates a very unpleasant inconsistency with the already existing (and quite well made!) constitutional monarchy precedent. King Haakon is absolutely essential to Norway during this time - and should be represented from the start as a national spirit. All 3 monarchs of the Scandinavian monarchies should, from the get go, be national spirits.

Not unlikely that trying to defend Norway will be my first playthrough with that DLC :) A challenging starting situation where everything gears towards buildering, while you know that (with historic setting) the invitable will come. I'm also curious how capable Germany and Italy will be when it comes to invading Norway. In my last games they usually suceeded at some point, but had their troubles and needed a lot of time to suceed.

I have a couple of bad feelings about this Dev Diary.
First, I am predicting that the "broken gun" decisions are going to be pointless. 50PP per level per state for marginal bonuses and the requirement to spend additional PP to cash in on the development when at war, on a country that starts with reduced PP gain as is, does not look very promising. The PP cost could be 10PP per level per state and it would still be debatably bad.
Second, I am predicting that on release these Norway changes are going to clash with existing Germany and Britain mechanics. It already looks like the fascist path is ignoring the German "Form the Reichskommissariats" decisions. Lets assume someone wants to play historical Reichskommissariat Norwegen. Supporting the Quisling coup is ahistorical, so does he delay the Quisling coup until he reaches 50% surrender progress? Then how much land will he control and how much land will the Germans control? Will the Germans be locked out of the Reichskommissariat Norwegen decision? And what about the British? The dev diary acknowledges that both sides planned to invade Norway, yet Britain is gated from invading by the level of fascist support in Scandinavia. With the new changes to Scandinavia, will Britain do this prematurely? Will it be able to do this at all, even if for some reason Germany does not do Weserubung? I get the feeling that when the DLC releases we will be faced with ludicrous scenarios, even on historical, that will require multiple hotfixes.

Sorry but that doesn't make much sense, I mean he's still a state figure. And even if it doesn't make sense for Norway, Sweden still lacks the king's national spirit. It seems kind of inconsistent, all monarchies in the game, regardless of whether they are democratic, fascist or non-aligned, have the national spirit and the Nordic countries do not.

Thinking about it, I'm a tad bit disappointed tbh. Expected there to be more events like the Altmark incident and maybe more gameplay revolving around trying to remain neutral, like you have to with Switzerland (edit to add: though I suppose that choosing between industrializing and preparing for war gives us that). Also I expected NORTRASHIP to play a much bigger role, like with a decision that handed Britain a large number of convoys if Norway was invaded by Germany. Maybe it's just me. And don't get me wrong, I think this DLC will be incredible.

Also I hope coastal forts get updated to be able to sink ships supporting an invasion.
I'm still holding out hope for this, too. Also for the AI to somehow invade several cities at once when trying to take Norway, instead of just dumping troops along the south coast. Maybe they could also stop dragging the Italians along :p .
