I'm not sure I understand why Pontus is a Settled Tribe. Shouldn't it be an Hellenistic kingdom?

I'm not an expert on the government structure of Northern Anatolia in the 3rd century BCE. But the Pontic kingdom you're most likely thinking of is formed by starting as Kios and following the corresponding event chain.

But it was a kingdom. Former part of the Cappadocian Satrapy, then Mithridates II remained as ruler after Alexander's conquests and was a vassal to Antigonos. Why should it be a tribe? It was never a tribe.
Mithridates Ktises conquered it after Kios was taken from them. Ktises even means "founder". Under the Achaemenids it was part of Cappadocia. The Mithridatic dynasty ruled in Kios prior to Alexander, and remained there after - not Pontus.

How does this makes pontus being a tribe right? It was part of a satrapy, then became a kingdom. When does pontus forgot to be a kingdom and reverted to a series of tribes and clans? I see nothing that suggest this.
 
Presumably a gameplay abstraction to represent lower autonomy in the area? Same reason southern Anatolia is full of independent minors, even though they were technically part of a satrapy ruled by Antigonus. The alternative would be to have them be part of Cappadocia BTW, not have them as an independent kingdom. Though that said, I wouldn't be against Armenia potentially getting even more land for free. :p
 
It's not a political fragmentation problem, it's a country that has fundamentally different mechanics from all others for no reason.

I'm going to try and revert it to a kingdom, but I don't know how, it might take a while...

I don't agree with your position, but it would be ridiculously easy to change it for yourself if you want to.
Go to \Steam\steamapps\common\ImperatorRome\game\setup\main\00_default.txt and search for PON = , then changed the tribal_kingdom to despotic_monarchy or whatever.
