1.03 cant assign generals

I was playing a game as Sweden and I had 2 generals in my reserve and when I tried to place them to ANY unit they wouldnt go. I couldnt even click on them. It's like they were blocked.. Is this a bug or am i missing somthing?

This might be silly but did you check if they were actually leaders and not admirals?
