I just installed v1.03 and I start the 1861 American Civil War senario. When I choose the CSA I have a manpower of -60 and a leadership of 23. If I try the Union I get a Manpower of -120 and again a low leadership. If I play the same scenario without the 1.03 patch, manpower and leadership are normal, exactly like in the script. But I check the scripts after the patch, CSA still reports 25 manpower but when the game is played it is still -60. I Just got the game and installed the 1.03 patch right on top of the original. Any help would be great.

Just as a further note, the manpower is negative for any country during any scenario I choose....anyone have any ideas why?
 
In 1.00, standing divisions weren't deducted from the manpower pool, something that was changed in 1.01. However, the scenarios weren't updated for this, so you basically have to start out every scenario with every nation by converting some POPs into soldiers.

Thanks guys for the help. It worked (of course) but it is just wierd having negative manpower...especially since after the war I tried to 'demobilize' the soldiers and it wouldnt let me go under zero. Anyway, thanks again.

I think, if negative manpower is your goal, you can first demobilize soldier POPs, then reduce your defence spending. The max is calculated in part from your defence spending setting in the budget window.
