1.36.1 'Byzantium' Late Game Stutter only

Description​

While playing late game 1600's noticed a hard stutter every few ticks. I notice there is a war going on with Great Britain not sure if its related.

Steps to reproduce​

Load my game, Unpause. Do things, while time passes. Observe

I've confirmed that the stuttering and performance issues are related to the France/Spain v GB war. I suspect that something is bugged with the colonial colonies, but I have no way to verify. This is a super bummer.

I confirmed the issue with the war by running at speed 5 until the war was over. After the war is over the stuttering issues stopped.

My ironman save is on hold because this is miserable.
