The previous updates were .exe with an autoinstaller, but 1.3b is .rar that doesn't have an installer attached. What do I do with it, other than just save it to my desktop or perhaps save it to a particular HoI file, like AI? Never the less, I can't open it. Windows says it must identify the program that made it, and I have no idea what that might be, but whatever made it, I likely don't have it. Could this be due to the Windows framework 2.0 download, compliments of TRP?

Any advice?

You need a decompression program like ZipGenius or WinRar to decompress the .rar file.
 
You can get trial/shareware versions for free, from places like Tucows.
 
And did it ask if you wanted to overwrite a file and did you select yes to all?

Just to be absolutely sure, but after the files are extracted i have version 1,3a (JLQC) is that the correct version ?

So the EXE did not change then, that would explain the problem.
 
Since the EXE did not change, the version number would not change, just the Checksum value.
