Just get hold of WinRAR or ZipGenius or the like. They can handle .rar archives/compressed files
 
There's a program named Iceows that will easily decompress (unzip, so to speak) rar files. It is free and available for download at http://www.iceows.com . It's easy to use and anyone who has a minimal knowledge of working with computer files shouldn't have any trouble with using it to install 1.03b (you just decompress the contents of the rar file into your HOI2 folder/directory.

If its says "JLQC" after the 1.3a, it can only mean that the 1.3b files have been properly copied into the HOI2 files?

I never received a message when I copied everything over, so I'm still confused as to whether I've installed the AI enhancements correctly.

JLQC is plain vanilla, if you had JLQC before, it will still be JLQC after you have installed 1.3b, you won't see any difference.

You may download 1.3b again and try. If you get a message to owerwrite the exact (same size) files you know that you have 1.3b. (Remember to extract to the hoi2 folder, wherever you have it).

Thank you. Just one more question: Will I have to start with a totally new game, or will the AI changes be applied to already saved games?
