Has it ever been made official and Paradox just hasn't said so yet or is it really still a beta?

Johan said that all they can do to finalize it is to weed out the CTD problems some people experience. But they have been unable to reproduce these problems themselves, as they are most likely hardware incompatability.

So in all likelyhood it will stay as a beta forever. Personally I think they should just finalize it as is, since nothing further is going to be done on it.

I still think they should like, remove the culture tag limit from the final patch as a "farewell, Crusader Kings" thing. :p

It might take it's time, but I'm certain that we will see finished patch someday (or not). :D

Then again beta works perfectly. Only issues with it are that there are people who either don't know about it's existence or believe that it might be somehow of inferior quality because it's just beta.

... and I believe some people who play on Mac, can't use it ... which I think should be the main reason to make it official.

Why have they left the patch in beta for so long.. have they just forgotten about it?

More likely Johan simply hasn't the time to thoroughly debug the old code, with the other projects he's busy on.
There is a reason why there is still a request that anyone with a reproducible crash upload their saves.

I bet that DV will not come out of beta before the crash is found, which means that either it will be some time after Vicky 2 at the earliest, or whenever the crasher is somehow found and Johan has the time for it.

The betas were pretty much done in his spare time.

They should just make a new expansion. Aside from a few updates that need to be made with the HUD, its of equal quality with EU3. We don't need a new CK; that would be for a simple graphics update that will - due to Paradox's independent level budget - be completely inferior to any game released in the last 7 years.

Think of all the things that could be coded into the game if they don't have to worrying about transferring it to full 3D.

Paradox have been rather clear in the past that they won't be making another game with their old 2D engine.

Indeed, and the current Clausewitz engine allows much bigger improvements in to the game than if they just used the old one with all of it's limitations.

But they can outsource it to the community ala For the Glory and Arsenal of Democracy.

They won't outsource it to individuals, only to groups and those people should have a proven record of being able to make such a project work. Also the group should have a solid businessplan and a general idea about what they want to do with the game.

And no group ever applied to use the CK-engine for that, only some individuals did that.

I can see a difference, but I don't see how its that big of a deal. I'm sure they could improve the current engine.
And I could drive a Model-T Ford.

Is the Clausewitz engine the one used in M&B? Or am I missing something completely?
Clausewitz engine is 3D engine developed by Paradox used in EU3, HoI3, Rome, etc. The 2D engine was the Europa Universalis engine (original game thru HoI2).

M&B is a totally different game developed by another company.

Clausewitz is what's used in EU3, EU:R, and HoI3 and will be used in Vicky 2. What's used in M&B is something developed by Taleworlds (I believe, at the very least it's not Clausewitz by a long shot) specifically for use in their game.
