Here are rules for Germany vs USSR. Rule set for Germany vs UK will be slightly different.
DIPLOMACY
1.1 : No war till Danzig.
1.2 : No phoney wars.
1.3 : Cancelling peace treaties and non agression pacts, is forbidden.
TRADES
2.1 : The well known Supply Trick on AI nations is forbidden.
2.2 : The 2nd day of the game, USSR cannot trade with the following nations (in order not to cripple Axis economics): Holland, Siam, Turkey, Portugal, Yugoslavia, Bulgaria, Hungaria, Romania, Finland, Sweden, Switzerland, Austria, Denmark.
2.3 : Trading for supplies during the 2nd day is forbidden.
2.3 : Allies cannot trade for rares during the first month of the game.
2.4 : The first trades already in place must be respected till the war between the two sides.
2.5 : USSR must accept trade deals offered by Germany as follows : 1 supply per 2 rares or 3 oil or 6 metal or 10 energy.
2.6 : Selling units is forbiden exception done for starting units in a very limited amount.
INTELLIGENCE
3.1 : Coups are not allowed on human players.
3.2 : Stealing techs are the only intelligence operation authorized on AI nations.
GERMANY RULES
4.1 : Axis alliances allowed : Hungary,Romania,Bulgaria(at any given time),Italy,Argentina,Nationalist Spain(after Vichy),Finland(after the end of Winter War event),Japan(at 1945).
4.2 : Anschluss, Munich Treaty, End of Czechoslovakia, Memel and Danzig, should go historical.
4.3 : R/M pact go historical,Germany is allowed to dow USSR from April 41.
4.4 : Germany may invade UK at 1944 and USA or American continent at 1945.
USSR RULES
5.1 : USSR must accept and honor R/M Pact.
5.2 : R/M go historical(full pact), USSR can dow Germany from January 42.
5.3 : USSR is not allowed to dow any minor except Finland by event and the Baltics.
5.4 : USSR must wait and accept End of Winter War event and take his owned provinces.
5.5 : USSR is not allowed to ally any country till Barbarossa.
GENERAL
6.1 : Urban limit for stacking units is 36.
6.2 : No SR through a territory that contain enemy ground units which are not retreating,or when you're bombed by air.
6.3 : Recycling units(disband) is allowed only if they aren't already encircled,outflanked or being bombed to death.
6.4 : Paradroping mission in order to kill retreating units is forbidden.
6.5 : During peace time you must supply ALL your OWN divisions,air and fleet in your OWNED provinces.
6.6 : No rockets or flying bombs till 43.
6.7 : Coastal/land forts level max is 5.
6.8 : It's forbidden to switch to another land doctrines tree.
6.9 : Improvements like airbases, naval bases and radars have to be built in the province concerned (exception : the Flak).
VICTORY CONDITIONS
Total Victory claimed when
one player has annexed his opponent.
Victory claimed by Victory Points if
both players survive by default end date of 1936 campaign.
If
both players achieve a Total Victory,
earlier date/time of opponent annexed, wins.
If
both players achieve a Victory, the more total
Victory Points, win.
If
one player achieves a Total Victory and other achieves a Victory,
Total Victory, wins.
As most victories are likely to be decided by annexation of opponent player, it is very important to fight till the end, as even one more hour that one holds, will decide who wins.
