This and the Armageddon scenario were made for multiplayer so let's play them in multiplayer.
Rules:
1. No surrounding a capitol to cut the armies off and easily annex but surrounding is ok if theres an uber stack in it. You may surround the capitol and stop your advance, however, to force a player into a peace treaty.
2. Fight whoever you want because resources are scarce.
3. Situations in the above scenario where you hold an army hostage to force a treaty are fine. You can't demand all provinces except the capitol and puppet though.
4. No disbanding surrounded units unless whoever surrounds them says it's ok.
5. Peace treaties are to be honored for 3 months. Then you can beak them.
6. If you DoW someone who is fighting someone else and they are steamrolled, too bad for them.
7. If someone breaks a secret deal, too bad.
8. Nukes and ICBMs are fine.
9. You have to win.
