5. Can you replicate it, if so, please explain how
- Yes. I was in a joint war with another human player against an AI player (not sure if it matters if we're at war or not). I clicked on one of the human player's planets, navigate to the "Armies" tab, and started spamming the "A" button to queue up armies (again, this is my friend's empire's planet, not a subject of mine or within my borders). My friend very quickly noticed his mineral counts going down. And we tried it some more, and it seemed I could freely queue-up armies for him, spending his own minerals

6. Does this happen on all saves or just specific ones?

7. What steps have you taken to try and solve this yourself (reinstall, Google error code etc)?
- Not a bug to be solved by reinstalling
