Why? I mean, if you have the men to harass someone, why wouldn't you? Would you seat down expecting to be a greater Khal? Besides, the whole point of making people your tributary is to help you grow and sustain a bigger horde on the rise, and then wage more aggressive wars. Who and when to make tributaries is all part of the horse-lords strategy.Dothraki shouldn't be able to wage actual tributary wars (turning the conquered state into a tributary) until they are empire tier, and Merchant Republics (i.e. the cities of Slaver's Bay and the Free Cities) should immediately get a Liberation casus bellum on the Dothraki.

All nomads are empire tier for game mechanical reasons IIRC.
