Is it possible to activate mods from outside of the game? I had to install skylines anew and with the newest patches the game-mods-combination is now totally broken (game crashing on main menu, at the logos, when activating a single mod, ...). Since the steam workshop interface sucks (Would take me at least two days to unsubscribe from every single item, re-install the game and have to find every single mod/asset again + their dependencies -.-): Is there a way to activate all mods and assets without having to actually load the game? Is there some kind of mod-manager?

As much as I know there is no outside mod manager :(

The devs should defnitely make one. Of course with the possibility save/load mod configurations (so which mods are enabled with which options. Yeah, there is a mod for that but it's not the best solution). When I want to create assets and I was previously playing a city, it takes me about 4 minutes to switch to my modding configuration. With an outside mod manager I could get into the modding/playing configuration immediately.
 
Also mod inter-compatibility could be checked without having to launch a crashed game again and again to check which mod is causing it. Sometimes the crash would occur already right after the logos so you're stuck deleting the mod cfg-file and do all anew.

OMG it is fixed! This mod solved all my problems: http://steamcommunity.com/sharedfiles/filedetails/?id=726792339 (Don't Crash Mod) - It disables all steam-workshop related functionality in-game and now all CTDs after the logos, during the main menu screen and while de- / activating mods are gone.
Because of those crashes I was unable to have more than ~1000 assets/props and ~60 mods active and the last official patches made it even worse. Now that these problems are no more and thanks to this mod: http://steamcommunity.com/sharedfiles/filedetails/?id=667342976 (Loading Screen Mod) which optimizes the usage of same props between different assets I can finally subscribe to as many mods as I want.
For example: ~1500 and ~75 mods eat up the whole 6 GB RAM from the graphics card and use 10.64 GB of system memory at game launch. (The system-memory usage increased during a few hours into the game to 18 GBytes so there is plenty of space left for more assets) :D
