Is it possible to start the game with more than 1 owned system and advanced tech?

What I want is to create already developed empires, each consisting of X number of systems/planets and advanced tech. I cannot find any info about it so far. Is it possible or not?

Preferably, you would make it as a mod, make a custom empire with a custom system initializer. Then, you can make neighbor systems and have them start with an existing colony on them. You can make buildings on the tiles if you want as well. You can also add to your starting fleet or make additional ones at the colony(ies).

I have not done anything with technologies, but I think giving yourself some starting techs would not be very hard.

Mostly, the challenge in modding Stellaris is in figuring out the exact syntax to use; the easiest way is to find mods that already do what you want, subscribe to them, then open up their files and read their scripts for examples, then just make your own script with your desired settings rather than the ones from the mods. If you publish a mod with someone else's work in it, be sure to give credit. If it is just for personal use, it probably is not so important.

I do not need much for a start, what I intend to do is to create empire with 3-4 colonies, some resources to spend- basically I want to skip the early-early game because I've done it too many times.

It is also pretty easy to give yourself some credits, minerals, etc. If you want it to stay balanced, you can just give all the AI players advanced start from the setup, as well. Might be interesting to make a mod that let's players start 40 years in, basically, without unbalancing the game. I think the balancing is more of a challenge than actually giving out the colonies, techs and resources.
 
I can't help but think there's got to be a simple flag to add to the empire txt files that sets up specific custom species as advanced starts, but I can't figure out what it might be.
