AI Characters Never Choose Perks

Description​

AI characters, get XP depending on their lifestyle, but they actually never get assigned a perk. This causes that all characters proficiency remains static and there is no real growth or development.
The only time they get perks assigned is during character creation or when you switch characters to play with that character or thru a succession you play as your son. Once you do this, the system randomly selects the perks depending on how many are available or let you choose.

Steps to reproduce​

Play any game and let time pass for a couple decades, notices how all AI characters never assigned new perks until you actually play with them.
