AI Still Not Equipping Items all the time

Description​

Should have posted this bug a year ago, but I assumed it would have been fixed by now. AI sometimes just doesn't equip items.
I still see it with other interactions, but I don't know what causes it.

Steps to reproduce​

In this case it was royal court event and my bodyguard wanted my unused weapon so I gave it and the bodyguard just never equipped it.
