in 39 as Germany i had 12 lvl 3 tactical and 8 cas lvl2. over the poland i have acheved air superiority but when i attack 2 divisions with 12 tac and 8 cas(cas as ground attack),, those two divisions dont sems to loose any org nor strength. doctrines are or max for that period. so it looks like air power is underpowered

Don`t forget that the polish divs may be dug in.
That, combined with your enormous stacking penalty when you attack with 20 air units can explain their ineffectiveness.
Go with the mouse pointer over your units in the combat screen and you will see why.

Stacking penalty / over command limit is the answer!

Try attack them with 4 TAC / Interdiction and 4 CAS / Ground Attack and come back to reprt in how many days the 2 divs dissapeared.

Air Force Overpowered now?

PS= Hover your mouse over various units while you click on " active combats" and see their stats, ESE, effectiveness etc.
This way you will correct your way of fighting a lot.
