allied armies combat tactics bug

When your army and an allied army gets combined into a flank the proper tactics that should be available to that flank do not have a chance to trigger despite having all the requirements for that tactic to trigger.

In the screenshot above I should be able to have a chance to get the swarm tactic.
I made sure all of the following requirements are correct:

• Skirmish (check)
  
  
• Horse Archers 1% (check)
  
  
• NOT location forest, woods, mountain, jungle, or marsh (check)
  

One of the following:

• Horse Archers <35%
  
  
• Horse archers <65% and Martial 12 or above (check)
  

Just to be clear I have no issue with getting swarm tactic with my own personal army. It's only when allied armies are combined in the flank that certain tactics that should have a chance to trigger don't trigger.

I assume you meant to post this in Bug Reports.

When you do, pease attach there a save game demonstrating the problem.
