It's easy. Go on Steam, (which I assume you use) then locate CKII in your Library. Right click on it then select Properties. Look for the tab that says "Betas" and select the option for 2.3.4 or whatever.

Do what the above guy said except you can only change to 2.3.6 and that works fine.

Are there any mods that would affect the ability to use your dragons in battle/siege? mods like bloodlines or congenital overhaul, maybe even Dynastic stability or GOT units?
I don't think so. The only in-game limitation to the dragons is Dorne where they couldn't use them effectively due to its large and inhospitable climate. Plus the cities had a lot of CQ combat so there would be a lot of friendly fire (no pun intended).
