Any way to create custom buttons/menus?

In my More Technologies mod, it'd be extremely helpful to have something the player could select which would enact a feature in the mod. Steam doesn't have support for downloading only chunks of a mod that you want, so I'd like to workaround this issue with an in-game menu where people could select what features they desire.

Does anybody have any experience with this, or know of a mod that does anything similar that I could reverse-engineer?

The rally point mod sort of works around this by adding optionsome as 0 cost edicts.
