No. The peacetime modifier is a direct negative modifier on total IC available, which is applied only when at peace. In one SP game I played, US IC went back to being crap after annexing Germany.

The lowering of consumer goods when at war is a seperate, unrelated factor.
And the peacetime penalty itself will depend on exactly how many gearing events Major has triggered off- for the US it starts at -75%, taking paris should give +25%, and because of Iceland, it should at about -40%. Not too much of a penalty for the US, but better than nothing.
Anyways I'm at work, so I can't test what effect editing out the USA tag from the Allied alliance, and the current war with the Axis will have. But I think Mike will end up with a peacetime CG penalty, but will retain the 'bonus' of having no negative gearing effects.
You'll need to edit the US out of the Allied alliance and out of the war. There are seperate entries for alliances and for wars. Do both and it won't stuff up. Also edit the US puppets- Liberia and the Phillipines.
And no, the peace time modifier applies all times someone is at peace, regardless of whether they declare war, then make peace. Unless Major has so much belligerence that he has triggered all the gear up events.
