Big thanks for taking your time to report :D . I have looked into Game Safe you provided and it looks like numbers for courtiers were not yet loaded. Can you provide additional screenshot with courtier's skills and date in the right bottom corner after the starting day. Would highly appreciate that, in order to confirm the state of the issue ;).
