Yes, there are a couple of threads on this, here and here (edit: this one has a post #16 from Cueball on how to make an exception in Avast).

Avast probably has an option (I know AVG does) to ignore the hoi2 editor program. You'd have to get into the anti virus settings and specify an exception.

Yeah, go into:
Program Settings > Exclusions > Browse

Find the file/program and then it should stop crying about it.
