One line summary of your issue
Ai takes 4-10 minutes to act in mission 1, or does not act at all

GoG

Mac OSX Big Sur 11.5.2

Flashpoint, Urban Warfare, Shadowhawk Pack, Heavy Metal

Please explain your issue is in as much detail as possible.
The game proceeds into the first training mission just fine. When it comes time to fire weapons, I am able to execute that task. Then it switches to the enemy turn, and displays the "thinking" wheel for several minutes. If it clears, I am able to fire at a second target, but not able to move. It then takes another few minutes to "think" and returns to player turn. I was able to fire a third time, but was unable to proceed after that

Steps to reproduce the issue
The initial failure for the AI to act has been repeated more than 5 times while trying to run the game, but does not always proceed to other actions -- sometimes it crashes on the first step.

This is a known problem on the M1 Mac I'm afraid! It was released after this game's last ever patch, so strictly speaking it is not supported hardware for this game.
