which I have not seen before. Can you say what change or update occurred on this machine between when this game last worked, and first had this problem?

That module is provided in the game, I assume to run the initial video. In the game's Steam folder go into Battletech_Data, Plugins. Rename that file to something else such as bink2w64.org - does the game start then?
 
The update made is that it's a brand new install on a brand new computer.

The main menu loads. It crashes when I click to start a new campaign.

Tried renaming the file and the game crashed.
 
I don't know then, this is an entirely new situation. I don't see any bink.exe in the game's files, so either it's embedded into the game or it's running from elsewhere in Windows. If you search your machine for bink.exe do you find it anywhere?

I see there's a second bink dll in that folder binkpluginw64.dll, you could try renaming that too.
