One line summary of your issue
Infinite Loading Save Game loop

What platform are you running the game on?
Steam

What operating system do you use?
Windows 10

Which version of the game are you running?
1.9

What DLC do you have installed?
Flashpoint, Urban Warfare, Heavy Metal

Please explain your issue is in as much detail as possible.
Everything works normally getting to the "Loading Save Game" carousel. Then it will go no further. I found the "DxDiag.exe" but it is invisible when I try and attach it to this message.

Have you tried verifying your files?

Steps to reproduce the issue
I made sure that Norton Auto Protect and Smart Wall were disabled. This event has happened in the past, and Verifying my files always fixed the issue.

Attach DxDiag (PC), System Info log (Mac), or run sudo lshw -html > specs.html and uploaded specs.html (Linux)

Your problem is almost certainly here:
Counted 844 save slots
Counted 440 save slots
Delete all saves you don't really need, try to get below say 100.
