Not getting any story missions/Stuck in starting area

Please explain your issue is in as much detail as possible.
The first priority mission where you are contacted by a benefactor will not appear. It is supposed to appear after 2 contracts but I am a year into the game and have yet to receive any story missions and am stuck in the starting area. I have tried restarting completely and reinstalling the game but nothing helps.
