It's 1848 and I'm cleaning up as Prussia in preparation for forming the conservative empire. Bavaria is a monarchy but I am fighting it as it was allied with one of the German democracies I annexed. I invade quickly and conquer more than 2/3 of their territory. Only 3 provinces are left, Munich and the two southern ones adjacent to it. Suddenly from out of nowhere, 1,030,000 men appear in Munich. Yes, that's over a million -- presumably from mobilization. I flee quickly before being creamed and with a hasty peace am still able to get 2 provinces in the peace (I had hoped for much more). Obviously I can't fight a million men, even as a mobilized Prussia with a decent army. When I fought Bavaria ten years prior, they also had a large army -- over 400,000 men running around in 1838.

How can this happen? I can find no way to generate more than about one-quarter of this number of men for myself by using max mobilization to reinforce the divisions of my standing army. Bavaria also has about one-quarter of the land that I do, so my proportionate mobilization appears to be about 1/16th. Is this a bug? I don't seem to be having problems like this with other nations. It is odd that the military score for both Bavaria and Baden exceeds that of Russia. Should invading Bavaria really be as daunting and involve the million-man battles of fights on the Russian front? It is difficult for me to explain it as anything other than a bug ...or to find a viable work-around that will allow me to consistently appropriately emerge victorious over Bavaria. I have no trouble with Austria, only Bavaria.

Also Baden is weird -- ever since a prior war in which I annexed the minor I declared on and Baden became the alliance leader at that time, both Bavaria and Baden have had great power status. Why? Baden is also running around with 200,000+ stacks of men...a lot for a 4-province country; I barely have that many in my full-force standing army although I own 80% of northern Germany and about 30% of the south. Great power status might have something to do with it, but this is ridiculous.

Any thoughts? Also is there any way to correct or edit the scenario files to fix this seemingly massive mobilization bug?

My one and only game as Prussia ended with that situation. I also seem to remember that France had a big army too compared to what I have when starting a GC with it. Maybe they just built dozens of divisions very fast..
 
Well, there is a bug with mobilization pools... that's why you see the message:
"Country_Name has mobilized!" every month...
It looks like the problem with that is that the AI "beleives" that message, and so, it keeps increasing their mobilization pool to defend for a posible attack... creating the HUGE mobilization pools that we are seeing...
This is solved in VIP v0.2... :D ... i needed to make that advertisement... :rofl:

It's a big bug, and one that makes some of these situations almost unplayable. Yes, it did say bavaria mobilizes (and a bunch of other nations) almost every month -- up and up and up -- so much for the historical realism. Probably as big as a bug as the middle and upper class POPs only getting a tiny fraction of their supposed income, one that really alters the game mechanics and takes a lot away from the enjoyment of the game.

Great. But VIP v0.2 as far as I can tell isn't yet available, is it? The forum still lists only VIP v0.11.

While we are waiting for the next Victoria patch, is there anything that can be done to reign in some of the more out-of-control bugs like this?

It seems to be a general mobilization bug. I was formed the conservative empire but DOW'ing Hannover got me into a war with the Netherlands, who I beat after annexing all their provinces (they still had a fairly big army). Now I was DOW'd by France (presumably because of BB after the conservative empire?) and am finding myself outmanned about 5+:1, in spite of having a fully-mobilized, fully-staffed army. Over the past several years while I've been in various conflicts, almost every month France and Belgium have mobilized. The fact that they have mobilized monthly for extended periods and built up a seemingly massive mobilization pool really creates a major imbalance: as a united Germany with full defense budget and full mobilization and army support I could barely beat the Netherlands and am getting completely trounced by France, who have overrun the Rhineland and are working on Bavaria while my army fell apart. With 20/20 hindsight, perhaps I should have expanded the fortifications in Saarbrucken and Luxembourg long ago, but on the other hand, I shouldn't have to be fighting computer armies that are many times as large as they should be.

I would be happy to submit my save file if it would help, although it appears that this bug is already well-documented. I wonder why it wasn't picked up during beta testing as it dramatically alters game balance (unless this bug doesn't manifest itself all the time; which begs the question why, as it always seems to happen for me in the GC).

It was mentioned that VIP 0.2 is coming out on May 1; this suggests that there is some way that the existing scenarios can be modded or altered to correct this mobilization problem also. Does anyone know how to do this? Victoria is an outstanding game with a couple of very serious and frustrating bugs like this that can make it virtually unplayable for me; a simple bug fix here would do wonders to raise the game closer to its potential.
