dose anyone know how to get this mod to work i have it in stall but have no idea on how to open it

I believe it is an edict activation
just drop the files from the mod folder into the appropriate folders in the game. That is, for example, throw the file "bc_planet_decisions.txt" with the modification folders "decisions" into the game: "...\...\Star Trek Infinite\common\decisions" and do the same with all the others files.
