Is there any way or mod that allows for resizing or replacing the launcher to make it bigger, especially the microscopic mod buttons?

No existing mod AFAIK, it wouldn't be a mod per see since a mod only applies to the game at launch (after launcher stage).
It would be doable though. Not sure it would worth the effort.
It definitely would. They made proper UI scaler, but not for the launcher, it's really hard to juggle mods in high resolution.
