Blurry Launcher

Hello, I wanted to report an issue with the launcher. Practically the launcher and only the launcher becomes super blurry then unblurs itself randomly. The game itself is not blurry. I've tried to check for solutions, but apparently there is only one other post about this issue on the EUIV Forums. They have reported they have the same issue is also with the HOI4 and EU4 launchers. I am not sure how wide spread the issue is but I felt I should post something about it here

What I have done when trying to fix the issue

1. I have verified files through Steam.
2. Uninstalled the game
3. removed the directory from the documents folder.
4. I have reinstalled the game and still have the issue.
5. I have check the Nvidia Geforce Experience and made sure that both DSR and Optimal play settings were both disable.

After all of that the issue still persists.

Blurry launcher

Recently I noticed the EU4 and HoI4 launcher are blurry...not the game, just the launchers...when i move the mouse cursor around, it gets less blurry for few seconds. I noticed the Unity program also was blurry. drivers are up to date.

FYI there's no point in reporting the same problem in multiple places, the same person looks at both - me!
