Bottom user interface bar not visible after load from failed prison

From the launcher, resumed to a failed prison (uncontrolled riot) then went into the main menu to load from a prior manual cloud save.

User interface bar at the bottom was not visible, so unable to build anything.

Workaround: had to exit and load again from main menu.
