Right now New Valyria is too big, here's an idea to break it up a little bit in an interesting manner:

  • Rhoyne: Volantis, Rhoyne, Norvos, Qohor
  • Three Daughters: Myr, Lys, Tyrosh
  • Great Andalos: Andalos and Pentos
  • Braavos: Braavos and Lorath
Not on the pic, but still:

  • Sarnor: Sarnor and Essaria, as we know from TWoIaF that Sarnor was a big and powerful kingdom.
That is Lore-friendly. New Valyria would probably be created by event, similar to Westeros/Iron Throne in pre-Conquest scenarios.

So . . you want to reduce every one of the Free Cities to duke tier? I don't understand.
 
I believe the idea is that the Empire Tier Titles become classified under his new specified Divisions of the regular New Valyria Title and if you want to form said New Valyria, you'd have to under go a decision similar to forming The Iron Throne/Westeros
 
why not just give each of the free cities an empire title and have a decision to form new valyria like what is done for westeros. sarnori should also be removed since it was never part of the old valyria empire
 
Why not? Because they were ruled by the Valyrian Freehold as vassals, making them have a higher tier when they didn't is just not gonna happen. Rhoyne doesn't make much sense, if anything it would be Volantis as they consider themselves the heirs to the Freehold so they would not be underneath the Rhonyar who never even ruled over those areas but were instead defeated by the Freehold whilst it owned Volantis. The Three Daughters only existed for a relatively short period of time before being dismantled so having it be the de jure empire in Robert's Rebellion would make no sense. Great Andalos is probably the only remotely plausible one as the original Pentoshi interbred with the old Andals in that area, but still they have vastly different cultures and religious beliefs. Braavos never once owned any land in Lorath and was hidden for much of it early life until it was revealed a century after its founding, Lorath was a very isolated part of the Freehold and after the Doom was left much on its own and not ruled b anyone else.

The whole point of "New Valyria" is that it spans pretty much similar amount of area as Old Valyria did as the Free Cities would try to re-establish their borders as Volantis did during the Century of Blood

Essaria was a Valyrian colony with Sarnor you'd have a better case as it seems to have been a largely indendent Kingdom.
