Budget problems

Hi all of fou out there. I finally got this game working on my computer, and I find it more fascinating than I even thought it would be. There is just one little problem for me, that problem is probably quite easy for most of you to solve. My monthly budget has locked (the field is grey and I can't move the 'dot' that tells how much that goes 'to treasury') so right now all my resources are spent on giving me cash and no technology research or stabiltiy increase is done. How can I fix this?

Easy indeed, just double click the treasury slider and you'll be able to move it again,
