BUG: MIssing Perspective

Description​

Multiple perks in various trees are not working. When I hover it says BUG: *name of perk* Missing Perspective.
The requirement "You are not third or closer in the line of succession...." also has the BUG Missing Perspective on hover.
Not sure if it appears for anything else, but when I looked for where else the bug appeared, I didn't notice any more.

NOTE: The save file I attached is from my recent clean install w/o mods. (DLC's are on though)
It's a new game, I just took someone's title and gave it to the second son so that you can easily view the cadet branch requirement problem.

Steps to reproduce​

It first appeared midway through a play-through (At the time I was playing with mods). I was wondering why I couldn't propose an alliance (I was able to do so before) despite unlocking the Defensive Negotiations perk. Then when I hovered on the perk, that appeared. Then I noticed it on other perks in the diplomacy trees. Then I remembered I saw purple text appear on the Create a Cade Branch some time ago that I kind of just ignored because I wasn't planning on making a Cadet Branch yet.

I tried creating a fresh game but it still appeared.
Then, I tried turning off all my mods but it still appeared.
I tried going on a lower working version but it still appeared.
Then I went back up to the updated version but it still appeared.
I tried verifying files on Steam but it still appeared.
Then I tried uninstalling everything, restarting, and then doing a clean install. The bug still appears.
I tried turning off all DLCs and it still appears.

I'm at a loss for what else to do.
