bug : partisans when placing mobilized troops

Hi,
Playing Prussia 1.03.
I have realized that if you place mobilized troops from reserve pool into a province you have conquered (you are at war) but still you dont own, you get a message about partisans. This seems to be wrong.
The fact alone of being allowed to place your mobilized troops outside your national borders seems to be a bug for me.

And the same happens when you detach a unit from and existing army, yet while it's in an occupied province you get the partisans message.
