Bug playing GC with Bavaria

I am playing a Grand Campaign with Bavaria and noticed the following;

Nov 5th 1856 event;
'Daily Newspaper Attacks Government'
which cost me -10 prestige. This should not have happened as I have no free press (state controlled).

Bug re-occurence

Well on Sept 22nd 1859 I got the same event and again lost 10 prestige (plus various other detrimental effects) and my press is still state controlled?
Can someone from Paradox please program this event not to fire unless the free press is operational or at least point me in the right direction.
