How many provinces have built Grand Palaces and which provinces are they?

(I'm trying to compile a list of all special improvement-possible provinces, and for which one has the lowest base income level.)

Off the top of my head: essex (london), Constantinople, alexandria, venice, Genoa?, Paris?, and Cordoba?

I am sure there are plenty more, but those are the ones where i have seen them (or think i have seen them, denoted by ?)
 
I'm no-where near the end of my game (year 1204), but you can add Badajoz and Livorno. A vassal has built one in Bruggs. The Turks have one in both Khorasan and Maverannahr. I see one in Baghdad, Roma, Kiev and Chevargov. (None yet in Paris nor Essex).

From other posts (by Veld) it seems that the ability to build Grand Palaces is bugged. Even where the rules say you should be able to build one, the game sometimes won't let you.

Edit: The province with the lowest Base Income and that has a Grand Palace is Livorno currently at 5.66.

Edit2: Firenza just picked up Meat Livestock and Grand Palace just became buildable. Also at 5.66 Base Income.

One or more of Sicily's provinces, Prague, Novgorod are also reasonably high income, and might be eligible?

The biggest shipyard improvement has the same income requirement as grand palaces, I believe.

Edit: I need to check this, but I think I might've built a Grand Palace somewhere in Aquitania once (quite early in the game too, which would give credibility to the hypothesis that the stewardship income modifier is counted for the income requirement.

Edit2: Yep, Grand Palaces exist in Agen (current base tax is shown as 3.84) and Montpellier. Also in Lombardia, Piemonte, Pavia, Brescia... even Rennes in Brittany, which currently has a base tax of only 3.15. This is in the 1240s, so it's not that hard to get them built.

I saw the palace in Essex in my current game, but i am playing DVIP, so i am not sure if it is different.

I also found one possible to build in Aleppo in DVIP.
 
In my game as Jerusalem, I conquered the Holy Land from Arabs in Grand Campaigne scenario, I could and have built it in Jerusalem, Tyrus, Tiberius, Palmyra, Alexandrette, Antiocheia, Alexandria and couple more, can't remember the names.
I think it is based on income not province's privileged status whether you could or couldn't build a grand palace.
 
It's not about any "privileged status", it's about the province income, and it has to be after stewardship multipliers. It's just that a lot of the "capital" provinces like Essex, Ile de France, Cordoba etc. are pretty high income.

Take a look at the province income map, and judging by the fact that I can see Grand Palaces in Rennes and Almeria (both showing as a 4 on the map), it should be possible to build them in a LOT of places. Anything 6 or above shouldn't even be that hard in the long run.

The biggest factors are stewardship multiplier and any rich/prosperous(/heretic?) effects. This could explain why I can see a Grand Palace in Agen but not Bordeaux to it's west, which is richer (and both were in my demesne when I built the Agen palace).
