Hello.

I prepared mod for DH. It is created on the base included in the folder "Darkest Hour Full" from the original game. I modified some of the files included in this folder and wrote several new.

Can I publicize this mod, without breaking the DH laws? Of course mod doesn't walk without the original version games.
 
If they didn't want you to mod the game, they wouldn't let you. If you wanted to sell the mod for money, that would not be legal. Nor would be distributing a modified .exe - I think that's about it though.
 
I think the most effective way would be for you to publish only files from DH Full that are modified, then ask people to make a copy of their DH Full folder and overwrite these files with the ones from your mod. This way you save people over 500 MB of downloaded files (size of DH Full mod directory) they don't really need because they already have it on their computers.
 
Mod would be free of any charge.

There's nothing that says you have to publicise your mods through Paradox forums - so yes, you'd be fine from my understanding of the situation, though I can understand why you'd like a Dev to comment, their grasp of copyright law may be just as tenuous as ours. Given that the modding documentation is provided with the game, I doubt that, unless you're claiming to be another mod or such nonsense (Such as making a Kaiserreich spoof) there would be any issue.

Can you take donations?

Kaiserreich forums takes Donations for hosting and running costs. I have no idea if anyone ever has donated though XD
 
I thank for the reply. The problem is in it, that I already finished this mod. It will be hard for me to find all files which I modified and only to publish them.

Devs will probably give you a better way: But in the meantime, you could try searching my "modified" date etc. and see if that does it?

Or Compare Folders? etc

There are tools like WinMerge which compares datas. So compare your modified folder with your unmodified one.

Uhm, what about some notes about your mod?
