Can no longer combine air units after v1.1 install

I'm Germany. 3 of my airports near the France border had 10 squadrons each of air units. All of them got split in half and assigned new commanders. Any new air unit produced now can't be combined into a single airforce. Whether it be home or enemy territory. Existing units split cant be recombined either.

There is a limit of 4 divisions in one air group. Maybe it is the reason to the problem?
