cancelled orders after saving the game

hi, everybody,
this is my first topic.i readed most of the forum but i couldn't find any solution for my problem.'n excuses my english...

i got a doomsday ver.1.3. i'm playing with germany in 1942.and i control all my axis counries austria, hungary, bulgaria, italy, japan, siam, irak, syria ....

when i gave a order under my military control unit -for example italian divisions-, after saving the game italian divisions doing nothing( writing on order place -none-)
is this a bug or not?
how can solve this problem?

AFAIK this problem goes away with the Armageddon expansion.
Not sure if there is any other fix for it with DD or not.
