Cannot build an outpost in an occupied sector

There's a motel I'd like to build an outpost near, to get some clothing coming in, but there's a settlement in that sector so I can't. Is there a way to build one, or is it just RNG messing with me by placing a resource in a sector where I can't place an outpost?

Heya! Sadly it is just bad RNG - we are looking into doing improvements for the World Map generation that would hopefully prevent these from happening, however that will take quite some time so please bear with us!

I have the similar Problem, but can the Problem be solved, to make settlement hostile and wipe them out?

I had a run where an non occuoied section was blocked for outposts? There was nothing in the sector but the build option was red?

@Scmi Heya - other societies cannot be made hostile at the moment, however I do like the idea, so I will forward it to the rest of the team!

@sir Eyeball Hey! We've seen a few cases of this however we have not yet found out what causes it - any chance you could attach your save here? This way we could take a look - no luck before with this but have to try! You can find your save file from: Documents\Paradox Interactive\Surviving the Aftermath\SaveGames on your PC - you should be able to simply attach the file here!

I found two of them in the same game tonight (around 9pm Sunday, US Central Time). I submitted both game saves as User Reports using the Write Comment tool. In each one, there's a Settler pre-positioned in the unbuildable zone.
