Cannot Change Game Speed in Multiplayer

I am using HOI 2 Doomsday Armageddon. I have the East is Red mod, the MEM mod, and vblv/zblv and the same thing happens in all three.

Vista OS

Toshiba Satellite L305-S5875 Notebook w/Intel inside

with 3Gb RAM

Whenever I host a multiplayer game, I am unable to change the game speed from what it is at the launch. I have tried both the ctrl-+/- method and using the menu. In the menu, all other choices are greyed out and clicking on the radio buttons has no effect. In single player the ctrl-+/- does not work, but the menu does.

I thought that everyone had to run on the same speed, because if you had one at very slow and another at extremely fast - it wouldn't make much sense and might be a bit too much for multiplayer to handle. Just a personal theory. I've only played against my friend on our wireless LAN. No internet involved.
