Well, that's it. I have tried to install the cultural spread mod, following the instructions contained in the text file and I get that message.
The game, of course, doesn't load afterwards...

I was wondering if I am the only one, and if so, what I am doing wrong.

Did you extract the cultural spread event file to the correct directory (db\events\)? Did you correctly add the path to the event file in db\events.txt? Did you enclose the path in quotes? (I've forgotten to close the quotes a couple of times and been burned.) If you still can't figure out the problem, post your events.txt file and maybe I can figure out the problem. Or, you can just install LUCKS, which includes the cultural spread mod, and will install all necessary files in the appropriate directories if extracted to the Crusader Kings root directory.

Yes. I have tried all that. I actually copied-pasted (did not type anything.)
I'll try installing LUCKS, the only thing I haven't tried, maybe it just doesn't work on its own (w/out LUCKS.)

Just looked at the zip file, and the event file name is "...conversions.txt" and the line in the readme is "...conversion.txt" You need to add the missing "s" in db\events.txt. Sorry, my fault.
